Baguio Local Elections 2007 (Part 6): Winners
Here are the results of our very peaceful elections so far:
Mayor - Reinaldo Bautista, Jr
Vice-Mayor - Daniel Farinas*
Congressman - Mauricio Domogan
City Councilors to be announced
How come this information is known 24 hours after the polling booths closed? Because they have finished tallying the votes in this small town of less than 150,000 voters. We still do not have the official figures yet: registered voters versus voter turn-out, winning margins. When I know more I will add to this post within the next 24 hours.

Additional Notes:
A. * It seems that Farinas is not yet a shoo-in because the number of votes cast for Olowan and Ortega are very close. They plan to proclaim the candidates this Friday, though.
B. Molintas is not conceding to Domogan yet, alleging electoral fraud via:
- the distribution of P100,000.00 accident insurance policies (hey, that’s pretty innovative - instead of cash - and cheap, too!) by the Lakas-CMD party (to which Domogan belongs) to the Board of Election Inspectors resulting in a failure of elections (the BEI head admitted receiving the same “in good faith” but would not reveal the names of the other beneficiaries)
- ballot box tempering/snatching at Irisan and other areas.
Fiscal Benny Carrantes was on cable tv earlier saying that Molintas put up a good fight and for the first time, Domogan was running scared.
C. Councilors (ranked in order ) in the Official Comelec Count with 44% of votes tallied:
- Balisong
- Tabanda
- Weygan
- Rondez
- Aliping
- Tabora
- Balajadia
- Palaganas
- Cosalan
- R. Carino
- Bagbagen
- Sembrano
- Bilog (passed away on May 14, 2007 in the evening)
- Mandapat
- Fianza
D. Should Ed Bilog make it to the magic 12, many issues will have to be resolved:
- whether or not one who passed away after the polls closed, and after the votes were tallied on the precinct level but before any official proclamation has been made, could be validly proclaimed a winner ?
- should he have won, will the vacancy be filled by no. 13 or not at all?
- should the elections not yet be over at the time he passed, will his party still be able appoint a substitute to take his place?
- when are elections considered to be over - at the close of the polls, at the close of the tally or upon the proclamation of the winners?
E. It seems there is a question on whether Mandapat is a Filipino citizen because he allegedly carries a U.S. passport.
Yehey, we have issues!
Bilog’s case could be elevated to the Supreme Court and Baguio may notch another landmark decision — please let him land in the top 12 so these questions can be resolved. But did Bilog not suffer the heart attack precisely because he did not land in the top 12, as reported last 14 May by ABS-CBN?
Molintas’ allegations are pretty serious and let’s see how that will prosper.
As for the three-way fight for Vice-Mayor, this should be interesting. Of course Olowan is also alleging vote-buying.

Maybe the accusations couldn’t be hurled BEFORE the elections because the insurance gifts, which the BEI admitted receiving, were given on election day! A 3rd term is not a matter of right. It has to be won fair and square.
Let’s all see what happens next . . .
what is important is that we achieved H.O.P.E honest orderly peaceful and credible election..the people here in baguio are wise voters.and i think the winners deserved to be in that position.. good luck to all the winners..achieve for the best…
yeah i was talking with joemol’s son and there are people going to him daw telling about the cheating, etc. oh boy about bilog.
but hey, at least nobody died due to electoral violence.

Yes, Kristine, we had a very good one this year. And I am happy to note that our elections are generally always peaceful — no warlords here kasi.
They can, Lei, proclaim a winner even if there is a complaint, as the Comelec did last Friday, May 18, 2007. Sometimes the electoral wheels of justice grind so slowly that the real winner is installed in office just a few months before his term would have ended. But in the case of Molintas, there has been an admission by the recipients of the ‘gifts’ by Lakas CMD. Whether or not Comelec will see that as vote-buying or a “failure of elections,” as Molintas is alleging, remains to be seen.
