Baguio Local Elections 2010: Candidates for Councilor

There are 57 persons running for City Councilor of Baguio. With the new automated system of voting in the coming elections folks will shade the ovals beside the names of the candidates and those who shade more than 12 for this section will get their ballots canceled.

So do get to know your candidates and their platforms, know also that you can vote for 12 PERSONS OR LESS.

City Councilors are supposed to be legislating ordinances for the city, like banning 2-stroke motorbikes for reasons of clean air or declaring a curfew for minors to keep them safe and out of harm’s way (in Baguio, the minors “curfewed,” by the way, were only below 16, not 18). However the incumbent councilors of Baguio love legislating PROJECTS, like satellite markets or public toilets or even city hall Christmas parties.

So know your candidates very well and be wary of those who have all those projects, because this is not really the job of the city councilor and will just be many occasions for corruption and kickbacks. Worse yet, avoid those who are running on the basis of name recall without revealing their specific projects because you might just surprised at what they have in store for Baguio once elected, like issuing themselves cars as one of their early acts in office.

Here’s the list, again with full names, nicknames in quotation marks, and political parties in all capital letters:

noticed: councilor tabora is supposed to run for mayor but don’t see his name in the mayoralty line-up. but a bythia tabora-tuason is now running for councilor.

  2. lisa says:

    Hi Resty,

Months ago, there were some folks heavily involved in organizing certain Panagbenga core events who were proclaiming him as their candidate. I was surprised therefore to see his name absent from the roster for mayor and that, in his stead his sister, who is well known in the city as a wedding couture designer among other things, is the one running for councilor.

    :)

  3. resty says:

Hope you will allow this, Lisa. Up for Pete Fianza. Of course, he’s no other than our present city administrator.

  4. TruBlue says:

I’d like to hear something new of a platform, a departure from the usual bullcrap rhetoric “para tulungan ang mga mahihirap”. My old mentor’s and best friend’s name is in that list and hmmmm….what made him try his luck in this arena is to me surprising but then again, he is very diplomatic and can wheel and deal. Lots of humor which is good. I’ll campaign for him on the sidelines and he’s baguio resident for over 40 years.

  5. lisa says:

    Hi Resty,

Oh yes, I will “allow” it — that’s why I posted a separate list for the councilors, so the readers can get a better idea of whom to choose. And yes, I like Atty Fianza very much, not because he was city administrator, but because he was a humble man with a deep love for his tribe. Am eager to see his platform and programs though.

    TruBlue,

Yup, that line is such a lie, actually because one can help the “mahirap” without running for office. The question they all should answer is “Why should you vote for me?”

I do not like people who “wheel and deal,” though.

  6. TruBlue says:

Agree the “wheel and deal” denotes a shady deal in Noypi politics.

Maybe that’s the reason I used a mitigating word “diplomatic” in my post so as to not give a negative impression to your readers. What I meant by wheel and deal is this person virtually stands out as a “peacemaker” to any infightng or quarrels amongst relatives and friends, he has that knack for making amends to hostile parties so to speak.

He was a former law stude but quit on his 3rd year but quite successful in law enforcement. As in every candidate, they will be probed inside and out. Hope he won’t be 13th, that’s the bad and worst part; to come soooooo close. Cheers!

  7. marionne says:

    Lis,

It’s Nicasio Aliping not Alipining (hee hee) or was that intentional?

Gumnad yata yun and not Gumnao

So, it’s not Atty. Cortes who’s running with Joe.

Nakuha mo ba email ko re: VIEW?

  8. lisa says:

    TrueBlue,

Ah you meant he is a good mediator…

    Marionne,

Sorry hilo na ako with so many names. Kasi I got a hard copy, had to type them all out, then nag-hang ang Firefox ko several times, then I rewrote everything — twice. Better sana if Comelec burned CDs nalang para copy-paste, with photos na rin, di ba?

Nope it’s not Atty. Cortes. Many candidates are fielding relatives of ex-government officials, hoping to be voted in on the basis of NAME RECALL. That bugs me so much.

Got your email, responded na :)

  9. TruBlue says:

Happy New Year to you and your family, and to your many followers and guests in this blog. Wishing you all the best of 2010. Let’ replace some of these shady politicians and pretenders of our city.

  10. lisa says:

    Happy New Year, TruBlue!

  11. resty says:

Up for sir Edilberto Tenefrancia who some say should have been one of the best mayor Baguio never had.

  12. Dion Fernandez says:

This is actually interesting, considering two thoughts I’ve been having for some time now:

1 – I won’t be voting nationally this year. When I step up to that automated polling machine come election day, I will skip the national positions and go straight to Congressman downwards.

2 – I was REALLY considering running for Councilor this year, but most of my friends were against it. In the end, I just decided that statecraft isn’t for me at the moment. I can just imagine all the radical ideas I would put forward to the Council if ever I do win, and I could just imagine myself being thumbed down all the time because most of my ideas are really crazy.

  13. lisa says:

    Hi Dion,

I would have supported the radical ideas and created lobby groups for them. But the good news is that we are planning to do visioning and create a general program of action on the private citizen level for the city this Sunday after lunch at my place along Navy and, if you are in Baguio, it would be marvelous if you could join us. I am going to try and contact you via Facebook now and hope you respond favorably. Thanks!

    :)

  14. Jhet Punay says:

Hello, I am new to this and thanks for the blogs. I have been around most of this candidates and goodness gracious, lantaran ang usapan nila when it comes to how to gain from a project. If I were to vote, I love two names in there. One is physically impaired but I believe his intentions are genuine ( unless, of course, he gets lured with the corrupt system). The other one is a teacher who also walks with a style(literally).

  15. johny says:

I just thought to myself that no candidate as of this time deserves my vote!

  16. lisa says:

    Jhet & Johny,

It seems many of the candidates have this idea that winning is a ticket to power and riches. Regardless of who sits, it is the people who grants that power and can take it away. We must also understand that our responsibility does not stop with casting one’s vote — it just starts there, afterward we must monitor our leaders to make sure they are doing what we want and what is good for everybody.

I have met a few good men, and it might be a good idea to scrutinize as many of them as possible, up close and personal.

  17. billy yabut says:

well its about time what our present officials did and did not for us. in my opinion nobody is worth re electing them lets try new names because we have no other recourse.new face may mean new ideas. give other people a chance .think it over

  18. billy yabut says:

our present city offictals are worth nothing.in my observation is that they are only good for monday flag ceremony and their not so good rhetorics.we need action not speeches.imagine they cannot even solve basic services like garbage traffic and peace and order in our city? MUBUHAY BAGUIO .next june 2010 will be expecting a new BAGUIO ay salamat ntapos din ang term nya eh.for sure we will have a better baguio whoever will win.because the worst had passed.

  19. lisa says:

    Hi Billy,

I am making the same call. Not only for the council, but for the top officials also, because in all the years they have been in their positions of responsibility, the city has not improved. Plus we saw by their behavior that they were not acting in the interests of the city and its people.

I would like however to make another call. That we as citizens perform our responsibility to provide the check and balance to the government, regardless of who wins, because power corrupts and they might try something like this again. For example, the Jadewell parking scheme passed without us noticing and it was essentially a parking privatization contract that might have been a front for politicians who were secret partners thereto, same with the Athletic Bowl MOA.

Both schemes were entered into by different administrations and yet they were passed in the same manner. Same with the Uniwide deal for the Baguio City Market. Thus we must be vigilant and engaged as citizens watching each and every transaction of the government closely until honesty, not corruption, becomes the norm. I know it’s hard, but we are many. :)
